Yes, the nose wheel is controlled by the rudder servo.
If you transfer all electronics over to the new fuselage, everything should work fine. If any electronics were damaged in the crash (servos, electronic speed control, motor, or receiver), just those specific components need to be replaced. If you replace the receiver you'll just need to rebind the new replacement to your existing transmitter.
There is no scenario where damage to the plane will cause damage to, or require a new transmitter.
