Storage voltage is set by default based on battery chemistry. For example LiPo is 3.8V, LiFe is 3.3V.
The charger does have adjustable charge and discharge settings, and these can be used to bring the battery to your desired voltage level. Make sure to follow all the manuals directions to safely do so.
Yes, it will charge from 1-6 cell LiPo batteries.
That would depend on the cell count (voltage). On DC power this charger is capable of 100W output per channel. Less on AC power.
